We live in duplex and have no control over our heat, is that legal?

I live in Minneapolis in a duplex it is getting cold out so to take out the chill I went to go turn on the heat, no thermostat. The neighbors who live in the front of the house have control over the heater. Is this legal? We do not talk to the neighbors nor do we get along with them. I do not want to freeze all winter because we can't turn up the heat. We have small children in the house and space heaters are scary. Does anybody know any thing about this? First we need to know if you pay for heat, meaning do you get a bill? What type of heat do you have, if its a boiler system there would be no thermostat. If your neighbors control your heat thats not right. Talk to your landloard and check your lease agreement.We live in duplex and have no control over our heat, is that legal?
You need to contact your landlord re: your problem, it,s not legal for you to not be able to have heat. If needed contact a lawyer.
? if its 50 out side you can call the police and they will check it out they bring a thermonitor to check how cold it is in your aptment plastic all the windows
You need to look at the lease and talk to the landlord. In NYC in old apratments that have steam heated pipes, the heat went on and off at certain times. sometimes you were too hot, sometimes you were a bit cold.
Minneapolis has a great renter advocacy group. Like a renters union or some such thing. Look in the phone book. Call them up and they will advise you.
In utah,at least you must have a separate air system. Let me elaborate: my brother in law had neighbors that smoked pot. Because they were sharing an air system his apartment got flooded with smoke when they lit up. That wasn't okay. But, in a dorm or something like that, I think they can share an air system as long as the air isnt recirculated. Then you can only open and close vents.
Living in Wis. I know what you mean about cold. Here even if you don't pay for the heat you STILL controll it. Even with a boiler (radiators) you should be able to control the heat in your house/apartment. Check with the landlord, if he can't help check with, a lawer just to make sure. A small call couldn't hurt.... If you have to PAY for YOUR heat YOU should be ABLE to CONTROL it!!! Contact a consumer group, or like I said a free call to a lawer.
