What is a form of government where the leadership have little or no control over the populace?

It wouldn't be a govt if the leadership did not have control over the populace -- the issue is not whether the leadership CAN control the people, it's whether it DOES control the people.





The closest single term is Libertarian -- where the govt exercises the absolute minimal control necessary to promote the minimal threshold of stability and security -- but otherwise allows people the maximum freedom, provided they don't harm anyone else.What is a form of government where the leadership have little or no control over the populace?

I don't know of any. Once laws are passed, the poepe give up control to the leaders.
