How do you get into computer administration if you have no control panel?

I have obviously managed to remove it unbeknown to me and would like to get it back. I am the sole user usually but my mum has been using the comp while here on hols.How do you get into computer administration if you have no control panel?

On booting the machine keep pressing F8 it's above the number 7 at the top of your keyboard.


Now try logging on as administrator hopefully no one has set a password and you'll login in the safe mode.
