dear what do you think you are sys. Admin. or an simple user many it happens that coz of sys securities no other user have permition to perform change or add - remove task
if you are an addmin and using win xp then open my computer in ti you find an option ';change settings'; it's nothig but an short cut of control panel

Talk to your system administrator. Looks like Control Panel is being blocked by group policy.
